Malaysia Can Counter Cyber Threats, Says Dompok

Sure Malaysia can, according to Bernard Dompok, Minister in the Prime Minister's Department. He said:

"We have the capability. The government has taken into account the security aspect in its administrative structure and system and this includes the formation of the National Security Department with branches all over the country," he said.

OK, let's assume that there is in fact this so called "National Security Department with branches all over the country" really exists and is doing their work. But, can Bernard Dompok (and the officers in the National Security Department) explains this:

Since 1999, there have been a total of 560 of which 315 single ip and 245 mass defacements on .gov.my. This were all reported defacements, but did not include defacements that weren't reported, or other issues due to internal havoc. This year alone, there have been 39 reported defacement since January. That is an average of around 5 defacements per month. Wow! Now compare this with our tiny neighbour in south, Singapore. There have been only 7 reported defacement since 1999!.

Clearly, Dompok's statement is just contrary to the fact. Securing government cyber asset is one of the most important thing that the "National Security Department" should do, and yet, the statistics proved otherwise. If the government can't even prevent defacements that make use of publicly known vulnerabilities and exploits, how are they able to handle large scale DDoS (Distributed Denial of Service) attacks? How are they going to handle phishing and spamming activities? What about the numerous zero day attacks?
